ECHELON CONSPIRACY is an enjoyable action film in the B movie techno action thriller genre.  Think of it as a low budget B-movie take on EAGLE EYE.     Max Peterson (Shane West) is a computer programmer who designs high end computer security systems.  He receives a mysterious phones that send him text mssages which he follows.  Soon he crosses paths with a FBI agent (Ving Rhames) and an ex-FBI agent (Ed Burns) who works for a casino in Prague.  Max finds love with a babe who can kick ass and sadly only gets to show her chops for one scene.  Then you have Martin Sheen as a paranoid NSA director who decides to take Max out because he knows about Echelon (cue the first moment of the crazy NSA director drinking game).

ECHELON CONSPIRACY does bring up issues about privacy vs. public secuirty.  How far would one go to insure the public was secure?   Would the loss of privacy be too high of a cost?  I say yes.  I just wish Martin Sheen's character wasn't so cliched.  Ving Rhames plays the tough talking FBI guy while Ed Burns is a guy who yearns to be FBI again.   ECHELON CONSPIRACY is fun for a rental, but it won't stick to your memory.
